Claudio is Director of Business Development for the dedicated Public-Private Partnership (P3) team of Johnson Controls that serves the North American market. He has over 30 years of experience in the building efficiency business providing solutions to clients that reduce their energy, operations and lifecycle costs while creating a more sustainable workplace.
John Fleming
Vice President and General Manager, Performance Based Infrastructure, Johnson Controls
John Fleming has over 30 years of experience with Johnson Controls working in a variety of leadership positions throughout North America. Reporting directly to the Corporate Headquarters in Milwaukee, he currently leads P3 business within the Building Efficiency division. Through his leadership, JCI has been on thirty-nine winning consortium teams in the North American P3 marketplace. JCI is North America’s most experienced operator of P3 DBFM facilities with nineteen (23) projects transitioned into the Operations phase. JCI’s portfolio is a diverse collection of P3 projects which have been procured over the last ten years including 12 healthcare facilities.

William Gorham
Vice President, Project Development and Partnering Group, Plenary Group
William Gorham is a Vice President within the Project Development and Partnering Group at Plenary. In this position, Will’s primary role is to identify and cultivate new projects, serve as the initial contact with public sector clients, and to assemble the optimal project team to successful win and deliver projects. In addition, Will often provides ongoing client relationship, stakeholder management, and strategic insight during the procurement, delivery and operations phases of projects.

Peter Morris
Principal, AECOM
Peter Morris has over 40 years’ experience in cost management and control, including construction cost planning and estimating, risk management, life cycle costing, scheduling and market analysis. Peter leads the AECOM Project Cost Consultancy Team in the Americas.
Peter has long experience with educational projects. In his career, he has worked on all of the UC campuses, and with the Office of the President and the Board of Regents. His work has covered the full range of space types found in universities, ranging from standard classrooms to specialized teaching spaces and a range of ancillary spaces such as recreation and athletics, student life and dining. His work has also included several studies for both UC and CSU related to cost of construction within California Higher Education, including preparation of briefing documents to support submissions to the Legislature and Legislative Analyst’s Office (LAO).
Eric Petersen
Partner, Hawkins Delafield & Wood LLP
Eric Petersen is an infrastructure procurement, contract and finance lawyer who has spent his entire four-decade career at Hawkins. He was instrumental in building the firm’s public-private partnership (P3) and alternative project delivery practice representing public agencies on a strong foundation of public finance, project finance, construction, tax and environmental law experience. Eric has served as owner’s lead counsel on over 100 major public works contract and financing procurements in more than two dozen states using alternative project delivery.
